With Disney Vacation Club points, you have the right to book into any DVC resort based on availability. Your home resort does however, give you an additional reservation window.
For most of the DVC resorts, I normally recommend buying the best price instead of a specific home resort unless you have a favorite destination and require a very high demand reservation period. However, there are very few DVC units at the Californian! If you plan on staying mostly in California, you should probably buy GCV as your home resort. I expect that availability will be very hard to get otherwise…
